Los trabajadores del instituto biológico “Dr. Tomás Perón” realizaron el miércoles 17 un nuevo abrazo simbólico y concentración en la institución para hacer escuchar el rechazo al proyecto de ley de sociedad estatal que el gobierno provincial impulsa en la legislatura de la provincia de Buenos Aires.
Desde que el proyecto de ley adquirió estado público, los y las trabajadores decidieron autoorganizarse de manera colectiva y democráticamente, mientras que los tres gremios que intervienen en el Instituto como ATE, UPCN y Salud Publica, se han borrado dejando actuar al gobierno y sus funcionarios. Sin embargo, debido a la masividad de la lucha y el reclamo de los trabajadores, por el momento el proyecto de ley se encuentra frenado y todavía sin tratamiento. Esto es un primer logro de la lucha y que es necesario aprovechar, llevando el reclamo contra esta política privatista a otros trabajadores y explicando lo que hay de tras del intento de transformar al instituto biológico (IB) en sociedad estatal.
Si bien, por ahora no avanzo en la cámara de diputados, la realidad es que la intencionalidad del gobierno de llevar adelante este ataque es cada vez másclara. Como expresaron los trabajadores, esta semana recibieron las apretadas de altos funcionarios de la provincia de Buenos Aires, como es el caso de Enio García, jefe de asesores del Ministerio de Salud. En una clara actitud intimidatoria, se paso por los distintos sectores a explicar que el proyecto va a salir y es lo mejor que le podría pasar al instituto. Lo mismo intento hacer por su parte el director del instituto, Arturo Hoya, el día de ayer durante el abrazo simbólico, mientras 200 trabajadores le manifestaron que la sociedad estatal no es el camino para levantar la institución y conseguir financiamiento.
Según el director, el problema de porque el IB no recibe fondos, es porque “la administración estatal es burocrática y lenta”, y por otro lado “el instituto es obsoleto y no cumple con los estándares necesarios para la producción”. ¡Estos dichos son una hipocresía por donde se lo mire! ¡El mismo alega su propia ineficiencia y su burocratismo intencionado por su vínculo con los privados!
Las promesas del gobierno y sus funcionarios sobre la inversión que se recibiría si y solo si se aprueba el proyecto de ley, recuerda mucho a los discursos de los 90 cuando se justificaban las privatizaciones, diciendo que lo mas eficiente es lo privado, y se prometía el oro y el moro a los trabajadores en términos de salarios y condiciones laborales. Pero la realidad dista mucho de esos espejitos de colores que nos quieren vender. El conjunto de las y los trabajadores sabe muy bien que detrás de la sociedad de estado hay una política privatista, un aumento de la flexibilización laboral y perdida de derechos, como el convenio bajo la ley 10.430 entre otros, etc.
Es que el único plan serio del gobierno nacional, y provincial es el arreglo con el Fondo Monetario Internacional y cumplir con sus requerimientos, es decir un ajuste brutal a los trabajadores en materia de derechos laborales, salario y condiciones de trabajo, pero también un ajuste fiscal en las arcas del Estado. Por este motivo, todo lo que depende del financiamiento estatal es visto como un lastre, y por el contrario, un eventual negoción para algún privado. El desfinanciamiento del instituto es producto de una decisión política. Pero a pesar de esto, es un lugar que cuenta con mucha capacidad técnica y científica instalada, y es llevado adelante por el conjunto de sus trabajadores. En el IB se realizan diagnóstico de enfermedades infecciosas, como VIH, rabia, y el COVID-19; se producen medicamentos y se controla el agua de los hospitales públicos de la provincia, entre otras tantas cosas. Muchas de estas funciones se perderían si sale el proyecto. En este contexto estáclaro que el objetivo del gobierno no es la inversión en la salud publica y el desarrollo tecnológico sino avanzar en medidas privatistas.
Desde la corriente 18 de Diciembre, creemos humildemente que para poder ganar esa lucha y tirar abajo el proyecto es necesario tender lazos con otros trabajadores que sufren también el ajuste y estas mismas políticas y preparar una marcha a gobernación para denunciar la sociedad de estado y plantear que lo que hace falta en el IB, es un verdadero financiamiento para poner a andar toda su capacidad, y que en ese camino,el control del instituto debe quedar en manos de sus trabajadores de manera democrática.
